NORTH BETHESDA, Md. (December 22, 2025) – Charles E. Smith Life Communities (CESLC) is pleased to announce the appointment of Scott Foster as the new executive director of Ring House, one of the campus’s two independent living residences. Foster will assume responsibility for the daily operations of Ring House effective January 1, 2026, following the retirement of Bret Stine, who has served as executive director since 2023.

He brings a unique blend of leadership, operational experience and a deep commitment to older adults that will be invaluable to the residents of Ring House and our entire campus,” said Brenda L. Rice, vice president of operations at Charles E. Smith Life Communities. “We are also deeply grateful to Bret for his leadership and dedicated service to Ring House, and we wish him every happiness in retirement.”
As executive director, Foster will oversee all aspects of Ring House operations, ensuring the continued delivery of high-quality services and an exceptional independent living experience for residents.
Prior to his new role, Foster worked closely with the sales team at Revitz House, the other independent living residence on campus, gaining insight into Charles E. Smith Life Communities and resident life.
Foster has extensive leadership experience in education administration and spent more than 20 years at Georgetown University Law Center as an adjunct professor and assistant dean before pivoting to care for older adults.
Foster is a licensed nursing home administrator. He holds a master’s degree in aging and health from Georgetown University, a master’s degree in law from Georgetown Law, and a juris doctor from The George Washington University Law School. His academic training is complemented by hands-on experience at two distinguished life plan communities in Northern Virginia.
